task manager, some normal files and other administrator-esque things cant be opened

everytime i try to load up task manager, i get the "windows cannot access the specified device, path or file. you may not have the appropriate permissions to access the item" error. this also goes for registry editor and other things. the account im using is one with admin privileges, i have full control over the apps in the app properties and for some reason, i cant even reset my pc. i dont think this is a third party's doing because it just started happening randomly when my game crashed and i tried to load up task manager. i havent had this issue very long but the way things are looking, i dont see it improving. it's very annoying because i cant even install anything either. any help is appreciated.

The error NET HELPMSG 3774 means the following:

"The user was successfully created but could not be added to the USERS local group."

Run lusrmgr.msc

Click "Users"

Double-click Jon2

Click "Member of"

Add:

"Administrators"

"HomeUsers"

"Users"

Also, does the original account work correctly after the clean boot?

If nothing helps, create a Windows 10 USB setup disk from another computer. Connect the USB disk to the subject computer and boot from it. Do a custom installation.

    Because I can't do anything administrator related, I can't install farbar recovery scan and I can't open misconfig for a clean boot.     See if clean booting Windows helps. How to perform a clean boot in Windows - Microsoft Support

    If that doesn't help, please do the following:

    • Download Farbar Recovery Scan Tool (FRST64.exe)
    • Run FRST64.exe and click "Scan".
    • Upload the two logs, namely, FRST.txt and Addition.txt, to your OneDrive and share the link here.

    Hi Jon,

    See if a System Restore rollback via Windows RE helps.

    From the login screen, click Shutdown, then hold down the Shift key while selecting Restart. This launches Windows RE.

    In Windows RE, click Troubleshoot, Advanced Options, System Restore.

    Pick a recent restore point and roll back to that point.
