Taskbar and desktop icons not showing up; can't open properties

The icons on my desktop shortcuts are gone, leaving only the names. In the taskbar, they are replaced with what looks like a newspaper or website page icon. I cannot open the properties of anything and it applies in file explorer as well.

    The problem could be specific to your user profile. To verify, login with a different user account (create a new local user if necessary). If taskbar and desktop icons work fine under the other user account, try repairing your account with Account Profile Fixer.
