Try connecting another Bluetooth headset device to your PC to see if the same problem occurs.
Try pairing your AirPod Max with another Windows 11 device, and then confirm if the same issue occurs in other devices. If possible, you can also try to test on a device with Windows10.
Please let me know the test result, which will help me analyze your problem.
Also, for now, perhaps I could suggest that you specify your AirPod Max device directly as the input device in the "Output" option on the sound page, which might be helpful.
Finally, I found the technical specifications of the AirPod Max device on Apple's website:

There are no Windows-related devices in System Requirements and Compatibility.

Although I found this in the accompanying introduction, the official announcement also indicates that the functionality will be limited.
