Open/Save and other dialogues takes many seconds to open on otherwise responsive machine.

My issue

The dialogues to open or save files are taking a few seconds to open. For example, attempting to save an image file in regular Paint, it can take upwards of 10 seconds to actually open the dialogue, asking where to save the file. The same happens in GIMP, sometimes also Chrome. There are times where even the calculator takes a bit of time to open, but I feel like that's unrelated.

I do not have any network drives attached (anymore), as well as FTP connections.

Something I've noticed is that if I move my cursor to roughly where the new dialogue is supposed to be, the cursor changes to the resize one, as if the window itself exists but is not being displayed yet. I thought that perhaps the "Game Mode" was interfering so I turned it off, but to no avail.

Everything else works perfectly fine: Starting games, opening programs, etc.

PC specifications

CPU: AMD Ryzen 7 5800X (Stock speeds, rarely above 70°C)

RAM: 2x16GB DDR4-3200MHz (Dual Channel)

GPU: GTX 1080 (Underclocked to max. 1730MHz core, never above 65°C)

SSD: Corsair MP600 GS (2TB total, about 1TB free)

OS: Windows 11 Home 22H2 (22621.2070)

OS was installed on 03/03/2023, so fairly recent.

    1. My computer is up to date (as stated above, build 22621.2070 which released just a few days ago) so that shouldn't be an issue.
    2. I fully turn my PC off every day (holding shift when clicking "Shut down") because the boot time doesn't increase much and it prevents some common issues from appearing and then having to restart the PC while already using it.
    3. The graphics driver is also up to date (version 536.67, released on the 18th this month).
    4. Also as stated above, my current drive (which is the only drive connected to the PC) has more than a terabyte available, which is about half of the total storage.
    5. As for viruses, I don't visit websites I don't know and am generally quite tech savvy, so I know what to do in most cases in order to prevent viruses from being installed on my PC. Regardless, I have Windows Defenders' Real-time protection, Cloud-delivered protection, Automatic sample submission, Tamper protection, Memory integrity and Kernel-mode Hardware-enforced Stack Protection enabled. Just for the sake of it, I just ran a full scan, nothing came up.
    6. The issue persists regardless of having other programs open or not.
    7. The step you described does not directly affect how my computer uses memory, in fact it just changes visual effects, making it easier to render. However, I will try this out as some animations could potentially cause those issues. I will update my response as soon as I have any further info on that.

    As for asking someone I trust to help me with this issue - In my circle of friends I usually am the person that gets asked, but I've been stumped on this issue for a few weeks now. Computer repair shops are definitely out of the question.

    Thank you for your reply. Thank you for providing an update on those isolation steps.

    Considering all the steps already preformed, testing in a different user account is another great tool to use. That will give us an idea if its an issue specific with your user profile.

    we can also try starting in safe mode.

    Has there been any new software installed or anything that may have changed around the time that this started?

    How long has this been an issue?
