Unfortunately this is an incompatibility issue. I suspect that your HP computer is on an older version (probably ne of the earlier versions) of Windows 10. To check that out, type winver in the search on the taskbar and hit enter, and see what the version and build number is.
This printer model is very old. I see manufacturer doesn't provide Windows 10 driver for this printer anymore. I do want to correct one thing you said though - drivers are coming from manufacturers of the devices. Microsoft does have some generic drivers you can use, however, that doesn't mean the generic driver will work 100%. It means it can work for very basic feaures only, and any enhanced features the printer itself has may not work at all. It can also mean it won't work at all as there's no guarnatee that the generic driver will cover any outdated unsupported device.
In your scenartion, I suggest that you go to Device Manager to find your printer, right click on it, then update driver. Choose to browse it manually, and then pick from the list. Then uncheck the box "show compatible hardware" and see if the generic option is offerred to you, or to see if you can pick by manufacture, and find the model. If this route doesn't work, I fear it is a deadend.
