cant open settings all microsoft apps are disabled

All of my windows apps are greyed out/disabled or something?
Including my settings, so i can't even try to fix the issue with normal tutorials or fixes.
Also my microsoft store isn't/can't update apps or such (including itself) for some reason.
All of the microsoft apps are trying to update i assume, but because they can't theyre stuck in a suspended mode.
I have no idea what to do as i can't open my settings and also can't run things as admin. Please can you help.

    I know this has been difficult for you, Rest assured, I'm going to do my best to help you.

    1. To get administrator rights:

    Open “Run” with [Windows] + [R].

    Type “cmd” and press [Ctrl] + [Shift] + [Enter].

    Type “net user administrator /active:yes”.

    Close the CMD,

    restart your device.
