How do I download apps outside of the Microsoft Store?

When I try to download something, it just shows a pop-up and I am unable to download it because of it. I am on Windows 11 Pro. I have already went through all the methods to fix this, but nothing seems to work. How do I fix this?

    Open the Settings App, then go to System - About, what edition (Pro, or Pro in S Mode) of Windows is installed on your PC?

    If Windows is in S Mode, you will need to switch out of S Mode, it is free to do that.

    If Windows Pro is not in S Mode. in the Settings App, go to Apps - Advanced App Settings, is there a drop down menu at the top of that settings page to decide where you can install software from and if so, is that set to 'Anywhere'?

    If that setting is not on that page, is that setting on Apps - Apps & features.
