All of the explanations of this only says convert png to jpg after captured.
That's not the answer I wanted.
I want to set windows built-in screenshot default value png to jpg.
If it's impossible, then I'd also like to know what converter recommended ( .exe available, reliable, good quality when converting)
I have to use it offline, so It has to be portable, which means exe or something,
I tried to install photoscape x, reliable, good quality, but have to download at microsoft store, there is no ways to download without microsoft store except via CNET and softonic (official site)

I know this has been difficult for you, Rest assured, I'm going to do my best to help you.
Currently, Print Screen is designed to only have .png as the default file format. What I can suggest is to use snipping tools. With this tool, you can directly crop any part of the screen and save it as a jpeg.
This will lessen at least half of the work when using the Print screen Key on the keyboard.
To use Snipping Tool
Click Startmenu> type snipping tool and click it.
On the Snipping tool click New, then start cropping any part of the screen that you want to save. Then go to file and click save as. On the save as type, choose JPEG. Then click save
