Please check and try Shawn Brink's tutorial guide in the link below on How to Restore Windows Photo Viewer in Windows. Please perform Option 2 "To Restore Windows Photo Viewer for All Accounts" as this also works in Windows 11.

After that, right click on your photo then select Open with
Select Windows Photo Viewer in the list
