You can disable this feature in the Google Chrome password manager settings.
Simply visit this URL in your Chrome browser (chrome://settings/passwords)

I would like to disable the requirement to have to enter my PIN to view saved passwords on Chrome. This is my home desktop so I do not need this security feature. Is there any way to turn the feature off?

This is for Win10 only. (not sure with Win 11)
Go into Settings (the gear icon in the Start Area) then Update & Security, the Windows Security then
Windows Hello
then
Manage Sign In Options
then
scroll down to
Require Windows Hello for Microsoft accounts (this isn't true because it made me enter my PIN just to open my Google account!)
Slide the button to OFF.
Now it shouldn't ask for a PIN every time you want to rely on Chrome (or some other password memorizer) to fill in a password for you.

Sorry to inform there is no way to turn off the feature. By design if PC has a setup password chrome password manager will ask for windows log in password. Previously there were loopholes but that has been patched.
