I've recently encountered an issue with slow download speeds over Ethernet. My broadband package allows speeds of around 320Mbps, which I've been using at it's maximum for around two years with no issues. Over the last few weeks, however, my speeds seem to have been randomly capped at anywhere between 70-100Mbps.
At first I could solve this issue by unplugging and re inserting the Ethernet cable, but that no longer seems to work.
I've tried all common fixes including ensuring all drivers are up to date, as well as rolling back the adapter drivers, configuring the "Speed and Duplex" settings, changing the DNS, but nothing seems to have worked so far.
The cable I'm using is a Cat 7 high speed Ethernet cable, which has allowed me to utilise the maximum speeds available to me, up until this issue started.
I know it is not a problem with my router, as I can get max speeds on other devices, and over Wi fi.
Weird thing as well is that my motherboard (Gigabyte Z790 Aorus Pro Elite) came with a Wi Fi adapter. Tried that and I'm still getting the same results. Usual Wi Fi download speeds at my house are around 290Mbps.
I'm certain this is a Windows / software related issue, but I'm really stumped at the moment. Any help would be much appreciated.

Your Link speed is showing 100/100, which means you are limited to the slowest speed that system does. You probably only have one flashing light on the Ethernet port when you should have at least an amber flashing.
Changing the Ethernet cable is usually an easy way to check it. Beyond that, possibly there is an interference which is causing the system to be negotiating a slower connection.
I will have to assume your IPv4 DNS server address is correct but mine just shows the router address.
I understand from your response to Saltgrass that you are not using a standard 1.5 meter long network cable but rather a long network cable. Did you build this cable yourself or did you already buy the predetermined length?
Temporarily move your PC close to your router and connect it to it using a standard 1.5m long CAT 5e or CAT 6 network cable and test the speed again.
The only thing I haven't tried so far as a new Ethernet cable. I'm kind of reluctant to go through the effort of disconnecting my old cable which is run across the house and up a set of stairs. Also, because I'm not consistently getting capped speeds, I tend to think the cable itself is OK. I'm pretty certain this is a software / Windows problem, but I'm not sure how. All drivers up to date in the bios, in Windows and for the Ethernet port specifically. In fact, I just did a speed test moments ago and hit 320Mbps (maximum speeds for my package). Whereas last night I was getting 90Mbps. It's so inconsistent and intermittent that I'm really not sure what the actual issue is.
I did not know that about Cat7 cables though, so I might try a different cable. Thanks for your reply!

Update Drivers with Device Manager
Check for Windows updates. Settings > Windows update > Check for Windows update.
Update Bios by visiting your MB manufacturer's website.
Run Network Troubleshooter.
Reset TCP/IP Configuration
netsh winsock reset
netsh int ip reset c:\resetlog.txt
netsh int ip reset
ipconfig /release
ipconfig /renew
Temporarily disable any third-party antivirus or firewall software to check if they are causing any network slowdowns. Sometimes, these security programs can interfere with network traffic.
Test download speed in clean boot.
