I managed to fix the issue I was having by testing with only one of my RAM sticks. It seems as though one of them was faulty and when I booted using my installation media with only one stick inserted the windows installation screen finally appeared. I’d recommend trying to boot using only one 16GB RAM.
Several errors (0xc0000221, 0xc0000098, and others) when trying to install Windows 11 on a new computer
Hi everyone,
I recently built a new PC and I'm running into several errors when trying to install Windows 11 for the first time from a CD.
When booting from the install disc, I always get errors about 10 seconds after startup, before leaving the BIOS/UEFI splash screen or reaching the installation process. I don't always get the same error. The most common is 0xc0000098 or 0xc0000221, but I sometimes get 0xc0000225, 0xc0000428, or (one time) 0xc0000001. Also, if I press Enter to try again at the error screen, I don't always get the same error code as the original error, but it's always something from this list. The files that are listed are also inconsistent, and each error can refer to different files on different occasions. For some reason I can't upload photos of the error screens, so I've transcribed them below.
Based on other threads, I have tried enabling/disabling secure boot and fast boot; taking out the graphics card; unplugging all peripherals other than the monitor, mouse, and keyboard. None of these have made any difference. I always get a normal beep code.
I have tried booting a different computer from this install disc and was successful, so it seems like the install media is fine. This makes me think it's a hardware problem, but I'm not sure how to troubleshoot for that. I can see in BIOS/UEFI menus that all the expected components seem to be recognized properly.
All of the components of the build are brand new except for the case and the DVD/CD drive, which I'm reusing from a previous build.
Any help would be appreciated!

2023-07-15T01:27:33+00:00 I know it's been a while but I wanted to come back to this thread to confirm that this solved the problem. When I tested with only the first RAM stick the install still failed, this time with error 0xc0000221 and file fvevol.sys every time. I then tried with only the other RAM stick and everything went perfectly.

2023-06-10T08:15:40+00:00 Were you ever able to fix this issue? I'm having basically the exact same problem except I'm not getting error code 0xc0000098, only the other 3 you listed. I just built my PC and also have an i7 13700K as well as the Corsair Vengeance 32GB DDR5 RAM which is leading me to believe there are potentially compatibility issues between the processor and RAM.

- select the "Startup Repair" option in the recovery environment. Windows will attempt to automatically repair any issues preventing the operating system from loading.
- If the automatic repair doesn't resolve the problem, try restoring the registry backups. In the recovery environment, select the "Command Prompt" option. Then, run the following commands one by one:
cd C:\Windows\System32\config\RegBack
copy * C:\Windows\System32\config
When prompted to overwrite files, choose "Yes" or "A" (for All) to replace the registry files with the backups.
- If the previous steps didn't work, you can manually replace the corrupted registry file with a backup copy. In the recovery environment's command prompt, run the following commands one by one:
ren C:\Windows\System32\config\system system.old
copy C:\Windows\System32\config\RegBack\system C:\Windows\System32\config\
This renames the corrupted system registry file and copies the backup version in its place.
