Error: "You require permission from SYSTEM to make changes" while deleteing files and folders in Windows 10

I want to delete some files and folders in C drive but I can't even though it worked before, I tried following the instructions about adding permissions for everyone but I can't add it, please help

    [Vienamese] Lúc trước mình xóa được nhưng gần đây không xóa được vì nó bảo cần quyền và mình thêm quyền thì không thể thêm được như vấn đề của bạn đang gặp và đây là cách này chắc chắn 100% thành công vì mình cũng bị như bạn .

    Cách xóa file cứng đầu đó là.
    Run->msconfig-> chọn tab boot-> tích vào safe boot (minimal) -> OK -> khởi động lại -> window sẽ vào chế độ safe boot và bạn có thể truy cập lại file cần xóa và xóa chúng đi. Về lại chế độ bình thường thì bỏ tích vào safe boot là xong xong khởi động lại là OK. Bạn đã xong.

    [English] I was able to delete it before, but recently I can't because it says I need permission and I can't add it like your problem is and this is a 100% sure success method because I have the same problem as you.

    The way to delete that stubborn file is . Run->msconfig->select the boot tab-> tick safe boot (minimal) -> OK -> restart -> the window will enter safe boot mode and you can access the files to be deleted again and delete them. Return to normal mode, then uncheck safe boot and then restart. You are done.

    Boot into Safe mode and delete the following folder:

    • "C:\ProgramData\Microsoft\Windows Defender\Scans\History\Service\DetectionHistory"

    (or)

    Open an admin Command Prompt (CMD.exe instead of PowerShell) in Safe mode.

    Run this command exactly as given below:

    • rd /s /q "C:\ProgramData\Microsoft\Windows Defender\Scans\History\Service\DetectionHistory"

    My problem now is that it doesn't let me take Ownership of the folder or add permission for everyone
