How do i open my external Hard Drive on my Computer?

It used to work before, but after the most recent update my computer doesn't open any usb drives or hard drives. It says connected and shows up in devices, but it doesnt actually open the devices at all. Ive gone though different sites and downloads that were able to retrieve the files but wanted money for the files themselves. Is there a way to help me?

    Hello,

    Please check if the external Hard Drive is working in any other Different PC

    Please try to boot your PC into safe mode then connect this External drive using different USB cable and back side of the Computer port.

    Right Click on Start -> Disk Management -> Please check if the USB Disk is showing and Drive letter is assigned .
