You can mix and match licenses as you see fit, that was an issue in the past but no longer. For the Exchange license, it's duplicating some of the functionality already contained in F1, sort of. If you are not satisfied with what F1 offers, and you don't mind paying extra for the standalone Exchange license, you will have no issue using them both. You might as well consider getting an Office 365 E1 plan or similar, as the price difference won't be that great.

Dear,
One of our client using M365 Business Basic license and it's nearly 300.
For further user, they would like to use Exchange Online Plan 1 for Mail & M365 F1 for Team.
Is it possble to used for that scenario.
Is there any conflict Exchange online Plan1 Mail & M365 F1 Mail ?
