I too am unable to connect my iPhone via the Link to Windows program. I have followed ALL of the troubleshooting guides and still I get the "connecting" circle of death. I can see that my phone and PC are connected via bluetooth but thats it.. the App doesn't connect or make the connection.
Phone Link Won't Connect to iPhone During Set Up
I am trying to set up my iphone with Phonelink. I go through the process of setting it up using the QR Code. When I scan it another page pops up and says "Continue pairing with Bluetooth. Phone Link requires Bluetooth to access your calls, messages, and notifications from your PC." I click continue, and it says "connecting" with a rotating circle. And it just sits there, and goes no further. When I go into my Bluetooth settings on my computer and try to add my iphone, it pops up as being seen but will not connect. However, on my iphone I go into Bluetooth settings and I can connect to my computer that way. I checked the permissions for the Phone Link app on my iphone and all permissions have been granted. So I am not sure why my iphone is not letting my Windows 11 computer connect to it. Any ideas. I have iPhone 14 with iOS version 16.4.1 (a). Thanks.

I believe what I did was to go to the Bluetooth section in Settings, delete the iPhone, and re-add it. It will show a number on both the phone and Windows and you tell it they match.

2023-07-21T01:14:33+00:00 Can confirm, remove your PC from your iPhone and remove your iPhone from your PC. Turn off Bluetooth on both devices for ten seconds, then turn blue tooth on and use the Phone Link app to scan the QR code and follow the steps.

I understand that you're experiencing difficulty connecting your iPhone to Windows 11 using Phone Link.
It's worth noting that Phone Link for iOS was recently rolled out to all Windows 11 customers, so make sure you have the latest version of the app installed on both your iPhone and Windows 11 device.
After updating, restart both device and relaunch Phone Link app.
If issue persists. Ensure that the Phone Link app is allowed to run in the background. You can check this in the privacy settings of your Windows 11 computer by going to
> Settings
> Privacy
> Background apps.
If the problem persists, you can run the Windows Store App troubleshooter to identify and fix any issues preventing the app from starting properly.
> Open the Settings app.
> Click on Update & Security.
> Click on Troubleshoot.
> Scroll down and select Windows Store apps.
> Click on Run the troubleshooter.
> The troubleshooter will now scan your computer for problems with the Windows Store app.
> If the troubleshooter finds any problems, it will try to fix them automatically.
> Once the troubleshooter is finished, restart your computer and try to open the Phone link again.
