This is incorrect. The device does have an infrared sensor. It supports Windows Hello for login. I also have the same device and the same issue. Why are these camera options missing on this device? They are AI based features dependent on an NPU on the processor, which the device does indeed have as does the original poster's Lenovo device.
Why the eye contact is disabled on my windows 11 camera setting page
I have two computers, both based on Qualcomm’s Snapdragon 8cx Gen 3 and Windows 11 Home. One is Lenovo’s ThinkPad X13s, and the other is a new brand named NTM. The Eye contact within camera's Effects options is available on Lenovo, but not available on NTM. So what's the matter with NTM, could you give me any suggestion to solve the problem on NTM?

To have Eye Tracking the webcam must support Infrared, and on the Lenovo you have that, on the NTM system it is not available.
To find out if a webcam has IR capability when purchasing a laptop, in the specifications for a laptop it would indicate it is Windows Hello Facial Recognition compatible.

DaveM121 893.5K Reputation points Independent Advisor2023-08-02T07:48:09+00:00 Thank you for that screenshot, the reason the Lenovo has Eye Tacking and the NTM does not is the difference in webcams, the Lenovo has a sophisticated webcam that supports Eye Tracking, the NTM has a basic webcam that does not support Eye Tracking.

What eye contact are you referring to, is that Windows Facial Recognition login, or Eye Tracking or some other function, please provide full details.

On the NTM, click your Start Button, then just type msinfo and press Enter, please provide a screenshot of the resulting System Information window
