Laptop becomes extremely laggy for 5-20 seconds, then works as normal, when running low intensity (or no) apps.

Roughly every 5-20 minutes, my laptop becomes unbearably slow for 5-20 seconds, then continues working as normal. The mouse becomes laggy and and any/all operations become very slow (like alt+tab to new windows, minimising windows etc). If I'm playing any game, watching a YouTube video etc it will drop to very low fps.
These symptoms don't depend on how long my laptop has been on; the problem occurs soon after booting or if my laptop has been on for a long time. It happens more often when my laptop is under a small amount of stress (simple games like new club penguin haha, few tabs of Microsoft Edge or Discord). My laptop is not overheating and the fan appears to be working. The fan is not spinning very loudly. I'm never doing anything beyond the specifications of my laptop. I'm not using a huge number of apps at the same time.

SPECS-

Intel(R) Core(TM) i7-7500U CPU @ 2.70GHz 2.90 GHz

NVIDIA GeForce 940MX

XrayDisk 512GB SSD

20.0 GB RAM (19.9 GB usable) - I've installed an 8GB extra stick of RAM. This has been in use long before these problems started.

64-bit operating system, x64-based processor

Windows 10 Home

I HAVE TRIED:

chkdsk found no errors.

Windows memory diagnostic found no errors.

My advanced power settings are all on the maximum performance/never turn off option.

Intel processor diagnostic tool found no errors in my CPU

HD Tune Pro found no damaged blocks in my hard drive.

Disabled apps from starting up in Task Manager.

    I'm Jerico T., I understand that you're having some issues right now, I'll do my best to help you with your concern.

    Please perform a System File Checker to check if there are any corrupted system files.

    1. Open command prompt (Run as administrator)
    2. Type each command below and press enter, wait until scan is completed.

    sfc /scannow

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Quick note: Please be patient, it's expected to see the process stuck at 20 or 40 percent. After a few minutes, the process will complete successfully.

    1. Close the command prompt and restart your computer.

    Also, kindly perform Clean Boot. If there are any third-party applications that's causing the issue, this will disable it. Click the link below for the steps.

    Hi Jerico, I really appreciate your help.

    I followed those instructions and re-installed windows 10 by making a .iso file. It did not resolve the issue.

    One thing I didn't mention is that these issues started sometime after I installed a new hard drive into my computer. The XrayDisk 512GB SSD. The hard drive was blank so I reset my computer and freshly installed windows. Do you think there could be an issue there?

    Thanks for the detailed response. If that's the case, kindly perform In-place Repair/Upgrade.

    In-Place Repair

    • In-place repair/upgrade or repair reinstall is a process of re-installing Windows WITHOUT touching any of your applications or personal files. In this way if there's any data corruption, damaged system files or missing system files on your computer, this repair will fix or repair them.

    To start we need to download an ISO file of Windows 10 and save it to your computer. Please follow the instruction on the link below to create an ISO file.

    Note: You don't have to create a bootable drive, just download the ISO file and save it on your computer then run it.

    After the ISO is created, follow the steps below on how to perform repair install on your computer.

    Note: Please make sure that you're signed in or have administrator rights to be able to proceed for the repair install.

    1. Unplug all external hardware except mouse, keyboard and LAN cable.
    2. Disable or uninstall any third-party antivirus program/application to prevent them from interfering with the repair install.
    3. Run the ISO file that you downloaded, if there's a prompt asking you "Do you want to allow this app to make changes to your device?" Click Yes
    4. Windows 10 setup will open, read the license terms then Click Accept button.
    5. Select Upgrade PC now then click Next button.
    6. Wait for a few moment until you see the Ready to install window, click Install button to start the installation process.
    7. Once the installation begins, your computer will restart several times. Wait until the installation process is 100% completed.
    8. After the installation, select the account that you want to login then click Next.
    9. Choose the Privacy settings you preferred for your computer and click Accept.
    10. You will have an option to use Cortana or not, I would recommend select the button Use Cortana.
    11. The In-place Repair/Upgrade is done, you can now sign-in to your computer.

    This process will take some time to complete so you need to be very patient in waiting until the process completes. Once done, restart your computer and check if the issue is resolved.

    After following all those steps and doing the clean boot the issue still persists. I have attached images of the cmd results below, which all seem to say there was no issue.

    Is there anything else you recommend I try?
