Whenever I'm trying to make the " sign, it pops up as @.

This is usually caused by an incorrect keyboard language settings

If the @ symbol on your keyboard is above the 2, you have a US English Keyboard

If the " symbol on your keyboard is above the 2, you have a UK English Keyboard

Type 'Change keyboard' in the Start Menu search box and click the 'Change keyboards or other input methods' in the result list.

Ensure you have the correct keyboard language installed.
