I think no hardwear problem just software problem coz I saw other people same case I wish u investigate this issue
I use surface book 1 laptop
Reinstall software then same issue

The final conclusion was that there is a hardware issue with the mouse.

Anyways, as this thing is still under warranty, I'll send it to the service center to be repaired or replaced under warranty, most probably if the people there acknowledge the problem will just replace it under warranty, if they replace it, it's possible the replacement will not have this issue since it'll be from a later batch where Microsoft acknowledged the issue and made the proper corrections based on their investigation, unless this is some sort of a bug which is regarded as a 'feature' (if the latter is the case, please let us know what we can disable/enable to solve this, which I doubt there is any).
So, with other words, stop torturing your computers for this issue, it is related to the mouse rather than the OS or laptop itself.
Don't be cruel with your computers.

Later edit: indeed as I thought apparently it was an issue with the mouse itself, I have returned it to the store and they sent it to their service, as it still was under warranty and sure enough, they said it cannot be fixed and will be replaced with a new one, and that was most probably either Microsoft's service or one of their partners since the store's service notified they've sent it to "manufacturer's / importer's service center" - so, apparently this was a hardware fault, at least with mine
Later edit 2: after a day of using the replacement, the issue is no-more, it turns out, this indeed is a hardware issue with the mouse
If yours is still under warranty, send it to the service indicated by the warranty papers to get it fixed or get a replacement

It sounds like the issue is with the mouse hardware, you may want to contact the mouse's manufacturer for warranty claims.
