Checking the following :
I am not sure which media should be used for the Windows 10 21H2 language packs. More precisely, I am looking for offline language packs for windows 10 version 21H2.

Use the same media for Windows 10 2004, and then add the latest available update (SSU, LCU particularly) before unmounting to get updated packages

if i only use the packages from the 2004 iso, will that be sufficient and latest updates maybe when connected to the internet or when checking the windows updates
That will probably not work, but you can try
updates are needed prior booting and connecting
The MS document states "IF you use the LXP"
Does it means that LXPs are optional, can we simply use the LPs in .Cab format only?
