I've also checked under Advanced Options and have toggled everything but metered conections to on. And, I have restarted my computer. Suggestions?????

Thanks, Shawn. I am not the most tech savvy person so I'm always a bit reluctant to do anything like run those commands in option 3 on my own. Can't imagine there isn't another way to correct this. Appreciate your help
I understand.
If it helps, the REG file does the same thing as clicking on the "Resume updates" button by automatically clearing those registry entries for you.
Merging the downloaded REG file does all the work for you.
You're most welcome Dave. I'm glad it could help.
thanks Shawn that did the job for me!
Much appreciated,
have a great day
