Update: I have done a clean install of Win 11 22H2 (since 21H2 was not available) on my Acer Nitro 5(AN-515-58), the power plan issue seems to exist still and my CPU runs on turbo boost in balanced mode even on idle. It only appears to downclock when I turn on power efficiency mode but it decreases performance. It should only turbo boost on best performance mode but it seems that there is no difference between balanced and best performance mode, I did some research and multiple users are facing power plan issues i.e., CPU running at high frequency after they updated to 22H2 update. I have tried every possible tweak to prevent the CPU to run on turbo boost in "Advanced Power Settings" but nothing seems to work. I am really confused what is the root cause of this problem :(
Why does my cpu automatically turbo boost in balanced mode?
My cpu (i5 12500H) in my laptop (AN515-58) automatically increases frequency to max even in idle, when in balanced mode. Earlier it used to turbo boost only in best performance mode, and it used to become stable at balanced mode. Now both these modes does the same thing and has no difference whatsoever. It only comes to stable frequency only when I switch to power efficiency mode. But in power efficiency mode decreases performance during gaming and other high end tasks. I have tried to go to Power option→Change plan settings→Change advanced power settings →Turn down maximum processor rate to 99% but nothing worked. How can I resolve this issue please help.

I am Dave, I will help you with this.
In Balanced Mode, your processor should be able to rest and its minimal clock speed and when processing power is required it can boost up to its maximum rated clock speed and also to its turbo boost speed, that is normal in Balanced Mode.
Open Task Manager, then select the Processes tab and click the CPU column header so the arrow on that column header points down
Leave Task Manager open to monitor your system
When the clock speed of your CPU goes to its turbo boost speed seemingly for no reason is there some process indicated as using your processor on that Processes tab?
No there are no processes that are using the processor. Actually the cpu utilization doesn't even go past 5% on idle.

2023-07-04T18:17:11+00:00 Yeah I will check on the BIOS update. Thanks a lot. Also I forgot to mention I am also a Windows Insider user, do you think a pre-release update might have caused this issue? Since it was working fine like two three months ago.
