Message "SecurityHealthSSO.dll" contains an error.

Whenever Windows 11 boots on my Surface Pro, I get the message "SecurityHealthSSO.dll is either not designed to run on windows or contains an error".

Settings -> Security opens a blank page, I cannot access security features on my system.

Things I have tried:

sfc /scannow

DISM

Refreshing the Windows Installation from an ISO image. (keeping apps and documents)

The message persists. A virus scan with a third party software yields no problems.

    You can download a fresh copy of the DLL from here.

    [Download SecurityHealthSSO.zip, which includes all versions of the DLL. Follow the instructions to copy the DLL to the Platform folder.]

    I found the solution, and because this has been plaguing me for over a month in trying to fix it, I'm posting the link I found that worked (and was easy to understand):

    Thanks! Forgive me for needing a lot of babysitting: I am not allowed to overwrite this DLL even as administrator, how to do it?

    And to understand this better: If the DLL is indeed defect, why would reinstalling Windows 11 or sfc /scannow or DISM /restorehealth not cure this? I tried all that.

    Could it be a registry problem?
