Performance issues while browsing or Playing game

so while I'm just casually watching some vids on youtube or playing some games, my laptop (Asus TUF Fx505DT, WIN 11) when the fan starts to get noisy the device becomes so laggy and the ping(while in online game) increases up to 1000ms
my first diagnosis was my laptop exhaust covered in dust, but after I cleaned it out. the problem still occurred
my second diagnosis was my windows were somehow buggy(?). so the first thing I noticed was that while i'm still using WIN 10 the problem didn't occur, then I upgraded it to WIN 11 through the update option the problem starts to happen

PSA: the problem only occurred for like 1-5 sec but still it's disadvantageous for me while playing an online game, especially the FPS drop from nowhere around 120 fps to 15-25 fps

is it possible that the Windows version may cause this problem? maybe too heavy for my system, etc?

    If the exhaust or intake were clogged with dust, odds are good the cpu and gpu cooler are also full of dust.

    Have you monitored the max temps your gpu and cpu reach ? GPU-Z has monitors for both in the Sensors tab.

    When a machine gets too hot the cpu will 'thermal trottle' to protect itself from overheating. This drops the clock speed

    and can cause sudden drop in performance. This may allow the cpu\gpu to cool enough to speed up again, but

    will lead to another slow down when it reaches the temp that has been set for thermal throttling to kick in,

    which I believe is around 85>90C on most laptops.
