VS2019 Professional: excluded projects show compile errors

Using VS2019 Professional Version 16.11.2:

A project is excluded from the solution:

When compiled shows compiler errors.
Though Output Window does not show any errors:

This does not happen in VS2017

Select "Build Only" instead of "Build + IntelliSense" in Error List window.
