So far, this has solved the problem for me.

I've been having severe Video playback issues, with videos either locally stored playing in WINDOWS MOVIE AND TV APP, or videos streamed from sites like YOUTUBE on Firefox (and Edge and Chrome) among many others :
This has only been happening if the audio output driver is set to HD AUDIO DRIVER FOR DISPLAY AUDIO utilizing my motherboards HDMI connection, if the audio output source is set to S/PIDIF HIGH DEFINITION AUDIO DEVICE utilizing the motherboards optical connection there is zero stuttering, zero playback issues from any source playing in any way.
This is a Windows HDMI video and audio issue.
Ran the Windows Video Troubleshooter, with HDMI driver/output enabled and here are the results:

Issue not present: Graphics driver returned an error

I don't know what to do at this point, if I don't utilize my HDMI output I can't control my soundbar with EARC functionality.
Has anyone else had this issue with HDMI video/audio output stuttering and causing faults in playback, and figured out a fix to this. It's 2023 and with all the game advancements Windows Audio and Video playback through HDMI seems like ticky tacky stuff that should simply just work.

EDIT October 27th:
I tried it many times now and it has worked every time. (ie: video is blocked on start, then I start Sound Keeper, refresh the Youtube page, and then everything is alright)
Thanks so much for this reply, glad to hear i'm not alone in this problem, and for me this started in this way with the HDMI audio out using hd audio driver for display audio issue began about 5/6 weeks ago, it has to be some sort of update caused issue, and i've simply switched to spidif fiber optic audio out of the onboard sound card. I lose the EARC capabilities of my sound bar, but at least video/audio playback is working again now
I think Intel is chasing the video game market so hard they're pumping out poorly tested driver updates for their Gen 11/12/etc Video chipsets, and that's what's screwing this all up.
Here you go:

For comparison here's a second latencymon 1 minute test is with S/PDIF Audio being output using the HIGH DEFINITION AUDIO DEVICE driver:
If the tests would be better for realtime load and run while say a YOUTUBE video were running in Firefox, let me know and I'll rerun them

Sorry, it was a little confusing. The Audio output system does not match the HP Audio Device written specifications, this occurs using an HDMI connection that does not match your specifications, especially coming from your Motherboard.
Are you using an external GPU?
