If I try to download any app in Microsoft Store, it goes to the bottom of the Updates and Downloads list. In the list there are so many useless apps I don't even remember getting. This wouldn't be a problem if the download speed was average, but unfortunately it takes SO LONG to download a few MB and then freezes. When I click on the three dots and click cancel download absolutely nothing happens. I've tried everything

Could you try reset the store cache if the cancellation isn't working.
Close the store app.
Press Win + R on the keyboard and type wsreset.exe and press enter.
Then go back into the store and they should have stopped.

It's still not closing as there is 66Gb download going on my pc and its taking space and it is not getting paused
Search for the app on the store itself and hover your mouse over the result, It shows a pause button and an 'X" button (at the place where the "Free"/"paid" text is. Tap the "X" and it will cancel your download. Worked for me.
For some reason, the 'wsreset.exe" didn't work when I used that method.
Bumping because I have the same issue.
Xbox app and Windows Store (Microsoft) both will not download Sea of Thieves 2024 Edition.
I own the game (purchased in 2019) and cannot install it, same issue as above. the download will not pause/stop/end/start/resume
