Ok so I got the exact steps now. First force shutdown while it is in the "Shutting down" screen, then repair disk. Also I deleted the "System Volume Information" folder for C: this time so I don't know whether that fixed it.
Windows 10 - SSD 100% usage without any programs running after few days of installation every time
I have a PC with Windows 10. I am recently facing a issue where the computer has become very slow and the disk is always at 100% usage. Thrice I deleted the partition and reinstalled Windows, yet the same problem arises after few days of usage. This is absolutely not a drive issue as the same disk also has a partition with Linux which works fine. I did try to run it in safe mode, there it is works fine too. I tried many different drivers, the default storahci and the manufacturer's iastora drivers, all show same problem. I did some research and found out something related to Messaged Signal Interrupt, I tried to disable it, yet it was not fruitful. Please help me out as I am fed up with deleting and reinstalling my programs.

2023-09-14T11:42:43+00:00 Output for sudo dmesg --level=err,warn :- https://pastebin.com/3y6L5Lmh
Output for sudo smartctl -x /dev/sda:- https://pastebin.com/utehXjU9
FYI: sda1: volume is dirty and "force" flag is not set!
This is because even the restart takes so long that I had to force shutdown before booting into Linux.Edit: Voila! I ran a command "sudo ntfsfix -d /dev/sda1" to fix dirt without chkdsk and restarted to Windows. It is running smooth and disk usage is fixed! But what I wonder is how long it will remain like this.

2023-09-09T09:49:14+00:00 I tried your suggested steps, but to no avail. FYI: The issue starts right from the boot, the boot takes long to come to login screen. I suppose the issue is related to something that happens right at the starting of the boot, but depends on the user configurations (apps, drivers and settings). And the most usage is by System.
Also when I fixed the OS last time, I first formatted the partition then installed it. Yet the same problem remained. Then I deleted the partition and installed on it, that time it was fixed.
Also now initially after login the disk usage remains high, gets to low after sometime, then whenever I try to open some program or do any disk activity, the speed of I/O is <10mbps and the disk usage gets to 100% again. It seems as if the disk is somehow capped.
