We're running a 2019 KMS server and have loaded the VOLUME_KMS_WS22 channel CSVLK license. We're successfully activating various windows server versions and desktop versions, including windows 10 Enterprise, , but can't activate windows 10 LTSB. KMS logs on server show error 0xC004F042 for those machines. License server definitely working, machines can get to kms box, but if they're on ltsb, they error when trying to activate.

It's known issue, supposedly to be fixed in February or March

you could try installing the KB5009616 (OS Build 17763.2510) Preview
its fixes list include that KMS issue
