"Preparing to configure Windows" issue during shutdown

Hi,

I have been looking at threads elsewhere regarding this issue but nothing seems to solve the issue!

I am getting the screen which says "Preparing to configure Windows - do not turn off your PC" during shutdown. It will eventually shut down, but only after doing this for around an hour or so at a time. When I start the PC up again, I get a "Configuring Windows updates" screen which sits on 35% for some time before eventually booting up.

I have already taken the following steps:

* Run a "scannow" in the CMD prompt box. This stated that there were corrupted drivers which needed to be repaired.
* Run a "restorehealth" scan in the CMD prompt box. This told me that the issues would be diagnosed in the CBS log.
* Run a restore point on the "System Restore" dialogue box. This came up with a dialogue box upon startup which states that the restore point was corrupted or could not be completed.
* I have checked the Windows Updates page and there seems to be one system update download which is stuck on 0%.

I recently removed a program called iLivid Download Manager which was causing missing driver notification boxes on startup, and have been experiencing this issue with shutdown ever since.

As best as I am able to ascertain from looking at the CBS log (I am not particularly familiar with coding), it appears to be a driver called "WsmRes.dll" which is corrupted and may be causing the issue. However, I don't know how to download or replace this without getting it from a third-party website, which I am hesitant to do in case it is infected.

This is becoming incredibly frustrating, as it is taking up a lot of my time trying to sort and I am getting nowhere with it. I would love to speak to an actual person for help, but there doesn't appear to be an option for this. Any advice would therefore be greatly appreciated!

I am running Windows 10, Version 22H2 (OS Build 19045.3324)

    Hi Dave - many thanks for this. I eventually managed to get a technician from Microsoft to access my PC remotely and this seemed to be the course of action they also took. It's really useful to have these instructions though in case I'm affected by the same issue in future!

    Hi, I am Dave, I will help you with this.

    There does seem to be an update stuck on your restart/shut down process, the best option is to perform an in-place repair with the Windows 10 ISO, that should solve the problem.

    Please follow the steps, this is then just an update and your personal files, settings and installed software will not be affected.

    to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), then choose ISO, not USB

    When the ISO file completes downloading

    Disconnect from the Internet

    Disconnect all external devices with the exception of a mouse or keyboard.

    Temporarily disable any 3rd party Anti-virus you may have installed

    Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the upgrade option.
