I have scheduled a task that opens a notepad file every 5 minutes.

I used schtask /create on cmd and with GUI on Task Scheduler.

How come I cannot see the event code 4698?

I have Windows 10 Home, do I need a different OS/ Enterprise or server?

Hi,nick. I'm Robinson, and I’m happy to help you today.

The event "4698(S): A scheduled task was created" is created when you have the "System Audit Policies" enabled. As you are using the Windows Home edition the "Local Group Policy Editor" is not available, to be able to use this feature you will need a Windows Pro edition.
