The shortcut is Win+Ctrl+L for Voice access. Does it open with Ctrl+Alt+L? If so, your keyboard has an issue.
Did you try turning it off from Settings > Accessibility> Speech?

I use WebStorm program that has a very used functionality with shortcut CTRL + ALT + L. Now that I switched to Windows 11 that opens Live Captions and there is no way I know to disable this Windows shortcut. So is there a way to prevent this system hotkey?

Hi and thank you for your answer. You are right, I just switched to the Mac keyboard on this PC and there Windows Key and Alt key are swapped. So I was pressing WIN + CTRL + L instead of CTRL + ALT + L. I now don't have issue with this particular shortcut but it would be best if system shortcuts could be reconfigured.
