This PC doesn't currently meet the minimum system requirements to run Windows 11

I built a new PC and ran into this error when trying to install Windows 11 via CD/DVD, right after I enter the product key.

MB: ASUS TUF Gaming B550-PLUS WIFI II

CPU: AMD RYZEN 5 5600X3D (6 Core, 12 Thread Processor, PCIe 4.0 | 4.4 GHz Max Boost, 3.3 GHz Base)

PSU: EVGA SuperNOVA1000 G5

VGA: NVIDIA GEFORCE RTX 4080

RAM: CORSAIR VENGEANCE LPX DDR4 2x32GB

SSD: SAMSUNG 990 PRO 1TB

Troubleshooting steps taken so far:

  • Updated to latest Motherboard BIOS version
  • Confirmed TPM 2.0 is enabled
  • Changed these BIOS settings:
    • Set SATA Configuration to RAID mode
    • Set Secure Boot -> OS Type to Windows UEFI mode
    • Set CSM -> Launch CSM to Enabled
      • Boot Device Control -> UEFI and Legacy OPROM
      • Boot from Network Devices -> Legacy only
      • Boot from Storage Devices -> UEFI only
      • Boot from PCI-E/PCI Expansion Devices -> Legacy only
    • Set Selects TPM device to Enable Firmware TPM
  • Boot priority order
    1. SAMSUNG 990 PRO 1TB SSD
    2. Windows 11 Installation Media CD/DVD
  • SSD not recognized / not shown in boot order when:
    • BIOS settings are reset to default
    • Boot Device Control is set to UEFI only
    • CSM -> Launch CSM is Disabled
  • Boot from Windows 11 CD installer. It doesn't get the 'doesn't meet minimum system requirements' error, but it says I'm unable to install Windows 11 by booting from the installation media

I've also downloaded Windows 10 installation manager .iso file to a USB drive and tried to install Windows 10 instead but that didn't work either. All the components are brand new and the BIOS settings are set to support TPM 2.0 so I'm not sure why it's getting the "This PC can't run Windows 11" error. What's wrong?

    Thank you for taking the time to respond. That's confusing, the product specs for this CPU on AMD's site says it supports Windows 11:

    In the Windows 11 AMD supported processors page you linked it says it supports the 5600X, perhaps it includes the 5600X3D version by extension?

    One thing I see in your BIOS settings is "Set SATA Configuration to RAID mode". When this mode is selecet standard Windows installer don't see installed disk without additional RAID driver. If aren't going to use RAID (don't needed with single disk) then set SATA configuration to AHCI mode.

    I spoke with support and they said the AMD Ryzen™ 5 5600X3D is compatible with Windows 11. Perhaps this is a BIOS settings issue?
