Here are the steps to attempt this:
> Open File Explorer.
> Navigate to C:\Windows\SoftwareDistribution\Download and delete all files.
> Open Command Prompt (CMD) as an administrator.
> Type this and press Enter:
net stop wuauserv
> Then, type this and press Enter:
net start wuauserv
This should reset the Windows Update components and allow you to try downloading and installing the update again.

you need to understanding my problem a little better
My problem is not that i am not able to get the new features, my problem is, the update is ready to install but required restart, and on restart, no update is installled
and the WIndows Update
keeps saying
Restart Requiredeven after a proper Restart! -
