Clipboard History does not record or missing items

Some problems I've experienced with Clipboard History.
Any help will be appreciated.

  1. I will copy something (CTRL + C) and paste it (CTRL + V). When I look at the Clipboard History (Windows key + V) I get the message "Your clipboard is empty"
  2. I will copy something (CTRL + C) and paste it (CTRL + V). When I look at the Clipboard History (Windows key + V) the item I just copied is not shown (less than 10 items are shown in the history)
  3. I will copy something (CTRL + C) and paste it (CTRL + V). I look at the Clipboard History (Windows key + V), find it and click on it to paste it into the current application. However, what is pasted is something completely different than what is shown in the history (though it is something that was copied some time in the past)

These issues occur regardless of the application I am trying to paste into.

These issues have occurred when using Word/Excel 2016, MS Notepad, Firefox, MS Edge, MS Outlook, Adobe Photoshop and many others as well.

    Thank you for your time and comments.

    However, I must be missing something because I do not see how the answers address the problem.

    E.g.

    1. Clear the Clipboard History -- WIN + V tells me the History is empty. How can I clear what does not exist?
    2. Sync across devices -- I do not have any other devices, just the PC. And I do not want, or need, to sign into Microsoft. I would think that access to the Clipboard History would be independent of signing into Microsoft
    3. I have cleared the Clipboard History many times. And restarted immediately afterwards. Did not resolve the problem.
    4. I do not have any "pinned" items

    Also, this problem occurs on a regular basis. After restarting/shut-down. Over the course of many months.

    No pattern that I can discern, either.

    Also, how can the Clipboard History show "ABCDEF" but, when clicking on that particular item, paste "PQRST"?

    Thank you for the reply.
    In response to your comments:

    1. Screenshot or text or file -- just text. Usuall a URL or, at most, a paragraph, <10 lines of text
    2. Limited to 25 copied entries -- However, I will copy an item, be able to paste using CTRL + V but when I try WIN + V I get the message that the clipboard is empty (so <25 items)
    3. Rule out CTRL key -- Issue is not CTRL key since I can copy/paste using CTRL+C/CTRL+V. Issue only appears when using clipboard history (WIN+V). I will have copied text and can paste it using CTRL+C/CTRL_V but clipboard history is either empty (error message from #1) or will not appear at all in the clipboard history even though history shows less than 4 items
      Also, another issue is that, at times, the clipboard history will show ABCDEF but will past PQRST (something completely different than what is shown. Though it is something that was copied in the past)

    You can clear the clipboard history in the Windows Settings interface as shown in the figure below, stop the synchronization between devices, disable/enable the clipboard history, restart the system and see if it can work normally.

    You may Perform a clean boot (microsoft.com) to see if it is normal, this is a troubleshooting step. In this mode, we can further confirm whether it is caused by system problem or third-party software or personalized settings. So, please be patient.

    Disclaimer*: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background program is interfering with your game or program and to isolate the cause of a problem.*

    These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by-step so that it will help you get you back on track.

    Meanwhile, you may create a new local account to see if it is normal. This approach is taken because it's possible that the configuration of your current user account itself is causing the anomaly, leading to the problem.

    • Create a local user account
    1. Select StartSettingsAccountsand then select Family & other users. (In some versions of Windows you'll see Other users.)
    2. Next to Add other user, select Add account.
    3. Select I don't have this person's sign-in information, and on the next page, select Add a user without a Microsoft account.
    4. Enter a username, password, or password hint—or choose security questions—and then select Next.
    • Change a local user account to an administrator account
    1. Select Start > Settings>Accounts.
    2. Under Family & other users, select the account owner name (you should see "Local account" below the name), then select Change account type.
    3. **Note:**If you choose an account that shows an email address or doesn't say "Local account", then you're giving administrator permissions to a Microsoft account, not a local account.
    4. Under Account type, select Administrator, and then select OK.
    5. Sign in with the new administrator account.

    Note: If the new account is normal, please do not delete the old account before backing up the data of the old account to avoid any data loss.

    If the problem still exits, you may in-place upgrade the system (which will not affect your data and applications, just update all the system files are the latest), I will provide the specific operation steps according to your repair result in the next reply.

    Hello Timos,

    Good to see you in Microsoft Community.

    It should be noted that if you are copying a file, the record will not appear in the clipboard history, but if it is a screenshot or other text type of content, the clipboard history can be used normally.

    And the size of each item is limited to 4MB, the maximum number of entries is 25, items will disappear after reboot unless you have pinned them. Visit Get help with clipboard - Microsoft Support for more details.

    Also, don't rule out a problem with your Ctrl key, you can copy it by right-clicking and then see if you have a similar problem.
