the google sites pages loading screen never stops loading on every web browser I use. i have cleared cookies, cache, and changed to a different account but it didn't work

First, try to disable or remove any antivirus you have in your Windows.

Are you using a VPN? if yes, disconnect it and try again
Try these methods to fix the issue
Method 1
Try to reset both your modem and router.
Disconnect the modem from power, and use the reset button on your router to reset it after disconnecting it from power and reconnecting it. Wait at least 30 seconds before reconnecting the modem and router.
Method 2
- Press Windows + X, select Windows Powershell (Admin);
- In the window, copy and column the operating commands below, pressing Enter at the end of each line:
ipconfig /release
ipconfig /renew
ipconfig /flushdns
Netsh winsock reset
net localgroup administrators localservice /add
fsutil resource setautoreset true C:\
netsh int ip reset resetlog.txt
netsh winsock reset all

Test and see if the behaviour is repeated, if the behavior continues and perform the next procedure.
Method 3
Change DNS
- Press Windows + Q, type in the Control Panel search bar and access;
- In Control Panel, access Network and Internet, and then Network and Sharing Center;
- In Network and Sharing Center, click on change adapter settings;
- Now right-click on Ethernet and select Properties, an Ethernet Properties window will open select TCP/IPv4 click on the Properties button;
- On the General tab, select Use the following DNS addresses:
Preferred DNS server: 8.8.8.8
Alternative DNS server: 8.8.4.4
Verify that the problem is resolved.
Method 4
Resetting network settings Windows 11
Go to the search function located at the bottom of the page, then search for and select Settings (gear icon).
Find and select Network & Internet on the left sidebar.
Select Advanced network settings
In the following window, select Network reset.
The following page will give you a detailed description of what will happen once you reset everything. Once you’ve read it, select Reset now.
A small window will ask if you are sure if you want to reset all the network settings. Select Yes.
After a few minutes, Windows 11 will reboot and all your network adapters will be reset to their factory settings.
