Seems like all I had to do was make sure Steam was closed to resolve the issue. Then the Game Pass games were working correctly.
On PC with Game Pass Controller is Glitching
When I try to move my joystick while playing a game. It looks like the controls from the game switch between the controller setting and keyboard and mouse setting. In fact when I move my right joystick around it also moves the mouse cursor around.
I am using the basic xbox one controller for PC with the wireless dongle.
I have also tried to uninstall and reinstall the drivers.
I think the issue is only isolated with the Game Pass games since I tried to play Lies of P. I don't have this issue playing Armored Core 6 on Steam.

It isn't connected by Bluetooth. I am using the dongle that came with the controller and the entire set was from Microsoft.

Have you tried to do a complete power cycle? It's one of the most suggested solutions. If it doesn't work, I suggest you directly contact the Xbox support from here: https://support.xbox.com/

I understand how concerning it can be to see the controller glitching.
If it works on other games but not on Game Pass games, there shouldn't be an issue with the controller's hardware.
You can remove and unpair the controller from Bluetooth devices and reconnect it to see if it works.
Many controller issues can be resolved by putting the controller through a complete power cycle.
To power cycle your controller: Press and hold the Xbox button for 5-10 seconds, until the controller turns off. Wait a few seconds, then press and hold the Xbox button again to turn the controller back on.
