Micro stutter on high end and mid pc

Hello, I have buyed new pc for a year and 2 or 3 months and I have been experiencing fps drop and stutters and it happens on all games I tried lowering resolution still same problem tried lowering graphics still same problem disabled HPET and dynamic ticks and that Microsoft root thing in software devices and tried disabling tpm even that I have Intel not and tried ddu all that didn't work and this makes games unplayable so is there any solution for this and also temp doesn't exceeds 70 or 60 and also I disabled intel turbo boost

Specs:

Rtx 3060ti aorus elite

I5 12400f

Ram: xpg 3200mhz ddr4 8x2

Psu:seasonic focus 750w gold

Have the windows on ssd

And tried removing windows and downloading it again also tried to reset bios and it didn't fix it

    Hello, I have tried that like now but still games stutter even sometime desktop

    No I removed the windows then put usb flash in pc and installed windows 10 pro and I have official key and this problems happens from the beginning not after I reinstalled the windows

    I fixed the mouse problem by updating hid compliment mouse again and rolling back makes the mouse don't work so it's not working

    My driver are already latest update and I have power plan ultimate performance and I tried high performance it didn't fix the problem I tried hid compliant mouse and now mouse is not showing at all like not working

    Method 2: Roll-back driver

    2. Locate and expand Mice and other pointing devices
    3. Right-click HID-compliant mouse and select Update driver
    4. Select Browse my computer for drivers
    5. Select Let me pick from a list of available drivers on my computer
    6. Select any older driver from the list and click next
    7. Wait for the process to complete, once completed, restart your computer and check if it resolves your issue.

    Method 3: Check your power plan

    1. Press your Windows key and search for Control Panel.
    2. Select System and Security.
    3. Select Power Options.
    4. From there, kindly select High performance.
    5. Check if it fixes your concern.
