So I just had this issue and figured it out - it's the monitor, not the laptop / pc. I have an AOC monitor and hitting the right arrow button on the bottom of the actual monitor will toggle it on and off.
There is a red target like a scope crosshair in the middle of my screen.
Cannot turn it off. I can move it around but that's it. It overlays over anything on the screen.

2023-11-26T02:56:38+00:00 Hmm, I accidentally toggled it by holding FN and pressing the right arrow key, my laptop shut off and starting like using the fans very fast it was like there was a tornado in the room, I panicked and then turned on the PC and it stopped but the red crosshair appeared, not sure how to turn it off now.
Not sure if you're still suffering from this, but holding FN and pressing the down arrow worked for me

2023-05-01T02:45:55+00:00 Last night. My car walked on the keyboard when I was across the room. When I looked that red target was showing. I cannot right click it. I can move it around. I don't have any apps running other than Chrome and my antivirus. My system works fine it just had this target/scope overlay. I can move it out of the way but it's still there. I have never seen it before and I've been a Windows user since Windows 3.0. 😉
