Lock screen picture no longer appears as Login picture in Win 11

For the last 6 months, I've been using one of the supplied pictures as both my Lock screen and Logon screen. Sometime last week, the Logon screen reverted to the basic blue option, while the lock screen behaves as it should, and Use Lock screen as Logon screen is selected - I've turned this off, rebooted, and turned it on again - still the same problem.

In a thread from 2018 with the same problem, someone replied that, if you log off, this happens, but I don't log off - I simply Shut Down or Restart.

Any ideas

    I had this same problem.... I think the fix is to choose "personalization -- lock screen - Windows spotlight " and to make sure the "show lock screen background picture on sign-in screen" is clicked "on" ....

    Same issue here! Used to have pics from all over the world with the little "Do you lie this pic" box innn the top right where you can select yes keep showing me these. Now now nadda! Goes along with the failure to connect to icloud through Edge issue I think. Started the same time but Microsoft won't admit it...

    Here’s how you can restart the Windows Explorer process in Windows 11:

    > Press Ctrl + Shift + Esc to open the Task Manager.

    > In the Processes tab, scroll down to find Windows Explorer.

    > Right-click on Windows Explorer and select Restart.

    I understand your frustration with the issue you're experiencing.

    You’re able to see the login screen, but the lock screen picture is not appearing as the background on the login screen. Is that correct?

    If that’s the case, and you’ve already checked that the “Show lock screen background picture on the sign-in screen” toggle switch is turned on, you could try using the Ctrl + Alt + Delete shortcut or restarting the Windows Explorer process.

    Press Windows key + L key to test.

    You can also try toggle off and on the "Show lock screen background picture on the sign-in screen" again then press Windows key + L to test again.

    I have fixed my problem, these are the thing that I have done.

    First at the Settings > Account, signing in to the Microsoft account, then I restart my PC to check if the screen has changed (which actually did).

    Then just remove the Microsoft account by choose to sign in with local account instead, after a restart again the startup/login screen is now showing as expected.

    I guess this is some sort of bugs since it can work properly at the end, I hope they will fix it in the future, or even at least should not reverse this setting every time the Windows update.
