Have you checked if the Xbox Game Bar has microphone access toggled on also?
You may need to reset both your Xbox app and Xbox Game Bar:
> Press the Windows + I key to open Settings.
> Click on the "Apps" tab.
> Click on "Installed apps."
> Scroll through the app list or use the search bar to locate the Xbox.
> Click the three-dots menu (...) next to Xbox and select "Advanced options."
> In App permissions section, make sure both Camera and Microphone is toggle On.
> Scroll down to the Terminate section and click on "Terminate."
> Scroll down to the Reset section, and click on "Repair." Wait for a moment, after that test if it is working.
> If the issue persists, go back to the same settings, scroll down to the Reset section, and click on "Reset" (confirm the action if prompted).
> Restart your PC and test.
Repeat these steps for the Xbox Game Bar app as well.
Make sure both apps are updated from the Microsoft Store as well. Let me know how this goes, and we'll continue troubleshooting if needed.

I'm sorry to hear about the trouble with your Turtle Beach headset. Let's work through this together.
First, ensure that the headset microphone is not muted. Navigate to Sound Settings > Microphone > Input volume, set the volume to 100, and test by speaking or lightly tapping your headset mic to see if the mic meter registers activity.
After that, check your microphone privacy settings by going to Settings > Privacy & Security > Microphone. Ensure that Xbox app and your gaming apps have microphone access toggled on.
Let me know if this helps or if you need further assistance or if issues persists.
