How to restore the processor usage in Windows 10 and Windows 11 to 100% to default and restore the Intel Turbo Boost Technology? [Solution]

Is your Compter's processor CPU with Microsoft Windows 11 or with Microsoft Windows 10 locked in only 37% or in only 87% of its usage? If yes, here is how to fix this and to make your Compter use 100% of the Processor CPU power to default:

To do this:

  1. Simultaneously press the Windows image + R keys to open the 'Run' command box.

In run command box, type regedit press Enter to open the Registry Editor.

At the left pane, navigate to the following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm

At the right pane:

-Double click the "Start" key.

-Modify the value data from '3' to '4'

-Click OK.

-Restart the PC

After that the CPU was no longer being locked down to a low speed, and the Maximum Frequency under Resource Manager and Task Manager now shows as 100%.

  1. Or check the Processor CPU drivers in Microsoft Windows Device Manager, if they are correctly installed and do not have yellow warning sign.

To do this:

Press the Search box then type: device manger

  • select the Processor CPU driver that is with yellow warning sign
  • right click on every Processor CPU diver that is with yellow warning sign, one by one
  • click on update driver
  • click browse my computer for drivers
  • click let me pick from list of available drivers on my computer
  • select the driver that is written only "processor" which is the default driver from Microsoft Windows
  • click on next
  • after installing the default Microsoft Windows processor CPU drivers, on all processors that you have in Task Manager, restart your Computer

and the problem should be gone.

Note* this can fix also if you have problems with Intel Turbo Boost Technology and the processor CPU is locked in only the default GHz, that it has without using Intel Turbo Boost Technology.

    Yes, you are also right. But there are also cases that the processor CPU is limited by one malfunction to 37% utilization only and in Task Manager it never goes until 100% but only 37% in that case you have to do that what I said number 1.

    Also, there are cases that by trying to install some new drivers, also the processor CPU default drivers get wrong and then Intel Turbo Boost Technology is disabled but the processor still works. In those cases, you have to do also the option 2 that I said to enable the Intel Turbo Boost Technology. With malfunctioned drivers even if Intel Turbo Boost Technology is enabled in BIOS Intel Turbo Boost Technology does not work.

    I had these two problems lately, but I fixed them like I wrote without needed to reset or format my Windows 11.
