Windows 11 BITS service registration missing or corrupt

I have long had the problem with Windows 11 BITS service registration missing or corrupt on both my PC and Notebook. Recently I installed 23H2 through the Windows Insider Programme. Both the Windows Update and BITS troubleshooters diagnose this issue.

I have also long had issues with Microsoft Store wanting to reinstall existing updates and research showed to fix any BITS issues

    Unzip and double click on the registry file. Allow the merge and restart the computer.

    If Windows Update is still not working, open Windows Powershell and copy/paste/run the following command:

    gsv BITS, cryptsvc, dosvc, mpssvc, msiserver, SecurityHealthService, TrustedInstaller, usosvc, WinDefend, winmgmt, wscsvc, wuauserv | ft -auto Name, DisplayName, StartType, Status          
    

    Post a screenshot of the output. Also share logs from Farbar Recovery Scan Tool (FRST).

    • If your computer language is not English, rename FRST64.exe to FRST64English.exe
    • Run FRST and press "Scan"
    • Two logs are created in the folder that FRST is run from, FRST.txt and Addition.txt
    • Upload the logs to OneDrive, Google Drive or any file sharing service
    • Post the share link

    Note: If you are downloading FRST with Edge, smartscreen will initially block it.

    Click on the 3 dots next to the warning and select Keep-> Show more-> Keep anyway.

    This issue with Microsoft Store and BITS has been happening for a long time both on my PC and Notebook, well before I joined the Insider Programme to install 23H2. The fact that both Windows Update and BITS troubleshooters advise that BITS service registration is missing or corrupted is of concern to me.

    I have tried to repair, reset and re-install Microsoft store many times, without success. Usually I land up doing a wsreset and restarting my PC. I just opened M.Store now and there are 23 apps available for update. If I reset the store and restart, this problem goes away, at least for a while. I have even re-registered all the Store apps.

    The Event Viewer does show a number of errors that I will need to identify.

    I am using Kaspersky Internet Security and Malwarebytes that do not like each other, but over the years I have added numerous exclusions that lets them play together.

    I have only been with the Insider Program for a month, well after all these issues arose. I have been trying to locate a secure copy of bits.dll to re-register BITS, but have not had any success. I am just reaching out to a friend to send me a copy.

    Hi _AW_,

    Thanks for getting back to me.

    Unfortunately the registry file did not fully install, and :

    1. BITS troubleshooter would not run.
    2. All programs sourced from the Microsoft Store would not run, and needed to be re-installed
    3. I recovered system from a recent backup, as I do not know what else was affected.

    Windows Update is working perfectly, that is not the problem. The problem is Microsoft Store

    that continually wants to re-install multiple existing updates. I had read that the BITS service

    could be the cause of the problem. For some reason bits.dll is not located in the OS, so I cannot

    re-register it

    IF there is no bits.dll then how does one re-register BITS?

    Just cooking dinner (Sydney, Australia)
