Windows 11 causing os stalls and flashing

Windows updated to 11 automatically and is causing constant flashing with limited usability in between flashes. Completely unusable normally but I am able to ctrl+alt+del and access windows recovery by shift+restart button in that window. Restoring or uninstalling the update works but the issue is reproducible regardless of the fixes I make pre-install. Tried command prompt checks, dism etc. ran troubleshooters, safe mode install from media creation tool. Nothing fixes the issue and it will always break with no permanent update pause.

    I understand that you have performed the in-place upgrade. steps, but the problem persists. And the blue screen issue occurs. But after uninstalling the last update, the problem seems to be solved.

    If uninstalling the update solves the problem temporarily. We recommend that you pause the update and wait for the next update to arrive.

    Alternatively, since the problem persists after an in-place update, we believe the problem involves a fundamental system issue. We recommend a fresh install.

    Please ensure that you backup any important data, including Documents, Pictures, Videos, and more. 

    1. Prepare a flash driver with at least 8GB (Pay attention to backup data, because creating a boot disk will erase all data of the flash driver). Then operate it on another Windows computer.
    2. Visit Download Windows 11 (microsoft.com) and click "Download Now" to download MCT(Media Creation Tool).
    3. Run the MCT, select "Create installation media (USB flash drive, DVD or ISO file) for another PC”, and then choose Language, Version, Architecture(if you are not sure about these, choose "Use the recommended options for this PC"), then select "USB flash drive" in the "Select Media to Use" interface, then make a boot disk.

    I followed this word by word and it still reproduced the same issue. Initially during installation, it seemed to stop completely on a black screen with just the cursor showing. I then had to CTRL+SHIFT+ESC and run explorer.exe just to get it to resume install with the new "hi, setting things up for you" message. It then attempts to go to the welcome screen and log in which causes the desktop to appear and the flashing/stalling to occur. I was able to SHIFT+Restart using ctrl+alt+delete screen and uninstall the most recent feature update. This did not fix the issue so I attempted to reach the windows recovery with the same shift+restart tactic. Windows recovery was replaced with the blue screen of death and is no longer accessible regardless of my attempts to get there. I then was forced to run cmd and manually uninstalled these remaining updates from todays attempt. These were KB5030650 and KB5031358 in that order. Once that last one (security update) was uninstalled manually, the computer functions as expected.

    I understand that you updated on 9.14, and that your update should have been KB5030217, which was rolled out on 9.12. This update is not currently reporting any known issues.

    As your issue is a result of this update conflicting with the current system environment, I have reported this issue to the developers through internal channels.I have sent the issue back through internal channels and I would also recommend that you do so. Microsoft attaches great importance to user experience, you can submit your ideas and suggestions through the Feedback Hub, and the development team will regularly review submissions for ideas or fixes. 

    Please share the feedback link here after submitting as it will allow others on the forum to vote for your submission, including me. More votes will lead to more visibility and higher priority to the development team. 

    In the meantime, I would like to help you fix the issue as much as possible. Please try the following steps to upgrade your system in place.

    Please rest assured that the in-place upgrade the system will theoretically not affect your data and applications (you need to choose to keep files and applications in the next steps), just update all the system files are the latest.

    If you have important data, you may make additional backups to prevent accidental loss of your data. Also make sure there is enough free space in the system partition, at least 40GB.

    Download Windows 11 ISO file

    Visit Download Windows 11 (microsoft.com) and click "Download Now" under “Create Windows 11 Installation Media” to download MCT (Media Creation Tool).

    Then run the program, select "Create installation media (USB flash drive, DVD or ISO file) for another PC”, and then choose Language, Version, Architecture(if you are not sure about these, choose "Use the recommended options for this PC"), then select "ISO file" in the "Select Media to Use" interface, and then a windows ISO file will be downloaded to your disk (about 4-5GB in size, it is recommended that you choose a non-system disk).

    In-place upgrade the system

    After the download is completed, double-click the ISO file, double-click to run "setup.exe" in the open file explorer, and select "Change how Windows Installer downloads updates" > "Download updates, drivers and optional features", Select "Keep personal files and apps" after accepting the terms of the agreement, then click "Next" > "Install". Then the system will reboot a few times, and then enter the welcome screen.

    I have 22H2 installed and updates through 8/2023, updates were attempted 9/14 maybe KB5030217. The machine is also trying to install more 8/23 kb4023057.

    I understand that you have a screen flickering problem with your system's updated Windows 11, which can only be fixed by uninstalling an update. Currently we can determine that the problem is due to an incompatibility between what was included in the update and the current system environment.

    What specific update did you uninstall, the one that upgraded Windows 10 to Windows 11? Or an update that upgraded to Windows 11 onwards? In order to better investigate the issue, please share the specific update with me if it's convenient for you (or share it with me in the form of a screenshot)
