Why does a command prompt open up everytime the system boots?

So my girlfriend has an issue where a command prompt that's blank pops up every time she opens her laptop. This didn't happen before and when you right click the command prompt in the taskbar, it shows powershell and azure cloud shell. We tried finding powershell since we suspected that it was the one causing the problem but I couldn't really get to the bottom of what program is actually opening since I'm only able to help her through a phone call.

As I was looking up ways to get powershell from opening on startup, I found out that it could possibly be a virus or it could possibly be stopping a virus. I eliminated the part that powershell could be a virus since it is in the system32 folder.

Is this popping up of the command prompt on startup due to a virus or is it because of something else?

    Please let me know if you have tried the methods below.

    1. Please try to scan your computer for any virus or malware.
      Please try to scan your system using Microsoft Safety Scanner or the free edition of Malwarebytes.

    1. Please try to check your startup folders
      Press Windows key+R to open Run then type:

    shell:startup

    Hit Enter. Look for PowerShell then delete it

    1. Open Task Manager
      Select Startup apps
      Find and select PowerShell
      Right click it then select Disable
    2. Perform a Clean Boot
      Determine if a background program or a software conflict is causing the issue.

    Press Start then search and type: msconfig
    Select System Configuration > go to the Services tab.
    Select and make sure to put a check mark on "Hide all Microsoft services"
    Click Disable all.
    Go to Startup tab > Open Task Manager > Disable all the unnecessary services running there. Restart your computer.
