Explorer.exe Application Error and Flashing Screen

I recently tried to open file explorer, but it kept crashing. I tried a few more times, and it never was able to stay open and then suddenly my screen started flashing. Every few seconds, my desktop will turn a solid color (My windows theme color), and then go back to normal. It doesn't seem like a graphics issue since I am able to open task manager with ctrl shift esc and it stays open. I have tried many different things like starting it in safe mode and running SFC scan. When opening in safe mode, I get the Application error that says "the instruction at 0x000000006D91AB6 referenced memory at 0x000000006D91AB6. The required data was not placed into memory because of an I/O error status of 0x000000e." I have also tried taking apart the computer and unplugging everything and plugging everything back into make sure they are connected well but that didn't change anything. The main issue is that it cleared my whole desktop and I don't have access to the taskbar. I can't click on the windows button or use any windows shortcuts to open things like the control panel. I was able to get the command window open through task manager but I'm not sure what to do right now. Any help is appreciated.

    I ran a the chkdsk command earlier and now my computer is stuck on the "choose an option" screen where it gives me many options, but all of them fail. If I click continue to windows it goes back to that screen. The only thing I can get to work is the command window and the boot from usb option. I installed a boot media on a usb and attempted to boot from it, clicked repair, and now I'm back to the choose an option, but this time, only with the troubleshoot settings. Once again, nothing seems to work except the command prompt where I have tried to run sfc scannow and another chkdsk, but they didn't do anything.

    When was the last time it worked properly? Have you made any changes to computer recently?

    Please try the following methods below.

    **Restart Windows Explorer

    Press Ctrl + Shift + Esc to open Task Manager.

    Select the Processes tab.

    Scroll down and select Windows Explorer, Right click then select Restart.

    **Check for updates

    Select Start > Settings > Update and Security. Select Check for updates. Install any available and pending updates and restart your device.

    **Please try to run DISM to check for any system errors and corrupted files.

    After that, restart your computer using clean boot of Windows 10.

    **Perform a Clean Boot

    Determine whether a background program or a software conflict is causing the issue.

    Press Windows key+R to open Run then type: msconfig

    Press Enter

    Select System Configuration > go to the Services tab.

    Select and make sure to put a check mark on "Hide all Microsoft services"

    Click Disable all.

    Go to Startup tab > Open Task Manager > Disable all the unnecessary services running there. Restart your computer.

    If most methods fail, you may need to consider performing a Clean Installation of Windows 10.

    Download the Media Creation tool (Click Download tool now). Use the tool to "Create installation media (USB flash drive at least 8GB in size) to install Windows 10". Instructions inside the link.

    Note: Please make sure to uncheck the "Use the recommended options for this PC" box.

    If you want to retrieve your important files, Insert the USB Installation media into your computer. Please change the boot order in the Bios Settings. Boot your PC from the Installation Media you created.

    Click Repair your computer > Troubleshoot > Command prompt

    Type: notepad.exe

    Press Enter

    Click File, then Open

    This will open a Mini-Explorer that you can use to find folders or individual files that need to backup, right click the files to Send to USB flash drive.
