FPS locked at 60 fps in full screen. Help needed

Greetings to anyone who is reading this,

I have had a problem with my FPS locking at 60 when I enter full screen. I’ve seen this problem occur with others online and no solution was reached.

Details:

I have a laptop connected to an external Dell monitor. My monitors refresh rate is set to 120hz. I have set the display settings to Show only 2 - which in this case is my external Dell monitor. So the displays are not being duplicated. They are connected via HDMI. I’m using an nvidia graphics card and an intel cpu on my laptop.

The Problem:

Whenever I open a game and it is set to full screen, my monitor goes black for about 1 second and then it is set to 60hz. I’ve enabled a setting on my monitor that shows the “hz” in the top left corner. Whenever I change it to windowed full screen, the same thing will happen but in reverse. The monitor screen goes black for about 1 second and then it changes to 120hz. This happens with every single game that I play. I’ve tested about multiplayer games and the same problem occurs.

What I’ve tried:

I’ve disabled full screen optimisation for all .exe files that run when I play the games - did not fix it.

I’ve set the in-game resolution to 1920x1080 120hz for all games - did not fix it.

I’ve got the latest nvidia graphics drivers and my monitors firmware is fully up to date.

I’ve got the latest version of windows

I’ve turned v-sync off in game and I’ve turned it off in nvidia control panel.

This did not occur when I had windows 10, it has only begun to occur since I updated to windows 11.

TLDR: My monitor is stuck at 60hz - and therefore games are stuck at 60fps - when I enter full screen in any video game regardless of internal and external settings.

I’ve read multiple forums, Reddit posts, Microsoft community posts, intel community posts etc. The only common thing is that it is experienced with people who have an external monitor connected to their laptop.

I would really like an actual fix - that doesn’t require me to reset my entire PC. I’ve also seen that Microsoft tried to replicate this same issue in their labs but failed to do so - but the individual who posted the issue failed to mention whether it was on a laptop.

Any suggestions would be greatly appreciated, I am determined to find a fix. I will test anything and everything suggested - as long as I do not need to download anything.

    Thanks for sharing and this seems to be a compatibility issue between Windows 11 and Dell external monitor.

    Windows updates is to improve the security of the machine and solve some potential vulnerabilities and bugs. However, the release of certain cross-version updates sometimes causes problems with certain brands and hardware, such as compatibility issues, such as compatibility issues... But Windows updates and hardware driver updates from other manufacturers cannot be synchronized at the same time. So this will indeed cause a little bit trouble for end users, and we have been focusing on creating a system that makes users more comfortable. That is how to ensure the safety of the machine without affecting the operation of other programs. Will it work fine if you performed a clean boot(close any non-Microsoft third-party apps)? Or can the problem be temporarily solved by connecting an external monitor or TV of a different model? If so then we can confirm that this is also related to your machine model and not the monitor.

    And, the reason why the fps is very low after the laptop is connected to an external monitor may be that the laptop's external monitor should be assigned an integrated graphics card. The integrated graphics card is overwhelmed when playing games.

    Windows 11 requires more machine hardware resources to run flawlessly. As you said that Windows 10 is ok so I think it is also related to the performance of your laptop hardware.
