Windows 11 Unable to Lock User Account

I am trying to figure out why my fresh Windows 11 install is unable to lock itself. When trying win+L, ctr+alt+del then looking for a lock button, or just letting the screen go black, the laptop never locks itself. Is there a workaround or fix for this?
