You can connect your wiimote to your win 11 PC by following method.

    1. Go to setting => Bluetooth & Devices => Devices.
    2. Scroll down and click to more devices & printer settings
    3. A new window will be open
    4. Click on add a device.
    5. New window popup and start searching the devices.
    6. Now press 1 and 2 button simultaneously on your wiimote and keep it pressed.
    7. You will see a device name "Nintendo RVL-CNT-01" or else which started with "Nintendo ***-***-01" click on the device.
    8. Now it will ask for pin code
    9. Remember to keep pressing 1 + 2 button on your wiimote and click next on the pin request page on your pc.
    10. Device installation will start and pin code will be bypassed.
    11. Once the Bluetooth connection completed and ask to finish, press finish.
    12. Now you can de-press the 1 + 2 button on your wiimotre.

Congratulation your wiimote is connected to your PC👍👍👍😁😁😁

you need to go to control panel, then click the dropdown menu that will show "by category" by default. Click that, and change to "show large icons" then find the option for "devices and drivers" RIGHT CLICK on it, (NOT LEFT CLICK) and select "open in a new window". Then you will be able to click "add device" and click next without a PIN code. You will need special drivers, and JoyToKey to map the wiimote.

I'm sorry to hear that. If other devices show up and you can connect through Bluetooth, so it should be a hardware issue related to the Wii controller. Could you please try to contact Wii support? They can assist you better.
